Rwanda has held early talks with Germany, Austria, Greece, Denmark and the Netherlands about hosting migrants removed from the European Union (EU), two European Parliament members said after visiting Kigali. No agreement has been reached, and facilities built for Britain’s abandoned Rwanda scheme could be used. Ministers from the five states said on 1 October that work on “return hubs” outside the EU was progressing, and Germany hopes to sign a first deal by the end of the year. Rwanda already accepts deportees from the United States under an earlier agreement. A deal would make Rwanda the first African host of EU return hubs and give Kigali leverage with Brussels.
